Ballot Language

On November 4, 2025, a special election will be held in Chatham County to submit to the
qualified voters of Chatham County the following question:


1% SPECIAL PURPOSE LOCAL OPTION SALES TAX

Shall a special 1 percent sales and use tax be imposed in the special district of Chatham County for a period of time not to exceed six (6) years and for the raising of an estimated amount of $700,000,000 for funding capital outlay projects for Chatham County to include but not limited to Railroad Crossing Elimination Projects, Airways Avenue/I-95 interchange, Juvenile Court Facility, Indoor Recreation Facilities, Multi-Sport Athletic Fields, Early Childhood Learning Facility, Quacco Road Widening, Benton Boulevard Improvement, Highlands Boulevard Improvements, Beach Renourishment, Public Safety Facilities and Equipment, Roads, Streets, Bridges and Drainage; other funding for capital outlay projects for the City of Savannah; for funding capital outlay projects for the City of Pooler; for funding capital outlay projects for the City of Garden City; for funding capital outlay projects for the City of Port Wentworth; for funding capital outlay projects for the City of Bloomingdale; for funding capital outlay projects for the City of Tybee Island; for funding capital outlay projects for the Town of Thunderbolt; for funding capital outlay projects for the Town of Vernonburg. If imposition of the tax is approved by the voters, such vote shall also constitute approval of the issuance of general obligation debt of Chatham County in the principal amount of $50,000,000 for the above purpose. If imposition of the tax is approved by the voters of the City of Savannah, such vote shall also constitute approval of the issuance of general obligation debt of the City of Savannah in the principal amount of $50,000,000 for the above purpose. If imposition of the tax is approved by the voters of the City of Port Wentworth, such vote shall also constitute approval of the issuance of general obligation debt of the City of Port Wentworth in the principal amount of $10,000,000 for the above purpose. If imposition of the tax is approved by the voters of the City of Tybee Island, such vote shall also constitute approval of the issuance of general obligation debt of the City of Tybee Island in the principal amount of $3,000,000 for the above purpose. The Capital Outlay projects for the County and Municipalities are listed in Exhibit A of the intergovernmental agreements (IGA’s) between the County and
Municipalities.
